I do not want the translator to translate the version information in my VS2005 C++ DLL and EXEs, but I want the English strings there when I build the RC files. Does it matter whether I select Do Not Translate or Excluded for the Version resource strings?

No, you can choose one of them. Choose excluded if you like to hide those version strings. Choose "Do not translate" if you like to keep them visible, but not able to translate. I prefer to exclude. "Out of sight, out of mind". I usually exclude the whole Version resources.
