PhotoShop does not use standard Windows resources but Machintosh resources. This is because it was original written for Mac and then ported to Windows. Adobe has its own UI resource and class library. basically Adobe programs are very unstandard Windows applications.

We try to support all standard resource formats such as WIN32, .NET, VCL, etc.

Adobes format is not standard. Only Adobe uses them and implementing support for them would never pay back the time and efforts put there.

In theory if we supported Mac resources formats we could implement support for Adobe formats as well. Currently we do not support Mac and we have no plans to support.
