below is my xml that I'm trying modify.

the element that Sisulizer won't allow me to modify is <Description>

Any idea how I can do this ?

Probably you added that tag later. Try Project - Edit Source -<your source> - Tags and set description localizable (checked). You might have to use Project - Scan for Changes to update your Sisulizer project.
